Does Free really allow only one PHP project?

I installed Free, brought up Laravel — the site was up in minutes, no Docker Desktop. I add a second folder under ~/MacFullStack/www and the app will not create a project. Plan limit, or did I break something?

Do Bitrix and WordPress count too? Is Node/Python on Free?
