Valet had custom TLDs. I need shop.agency.test and a wildcard for Bitrix multisite, or cookies and admin drift. Does Free do that?

Yes — and it is not locked behind Pro. Settings: add zones (e.g. .agency.test) plus the usual .localhost / .test / .local.
On the card: Domains / aliases, including admin., extra hostnames, wildcard for multisite. After changing a zone, sync vhosts and hosts if needed.
One multisite on your own zone is a Free check. Several projects and clients with different zones — Pro.
